In a major diplomatic move, Joe Biden’s administration has submitted an alternative draft resolution to the UN Security Council that calls for a temporary ceasefire in the conflict between Israel and Hamas. He also opposed a major Israeli ground offensive in Rafah. The draft, obtained by Reuters, marks a U-turn by the United States and its previous reluctance to use the term ceasefire in conflict-related UN activities.
The draft resolution calls for the unconditional delivery of humanitarian aid and emphasizes the support of the Security Council for a temporary ceasefire in Gaza, provided that all hostages are released. It would require the Security Council to “underline its support for a temporary ceasefire in Gaza as soon as possible, based on the release of all hostages, and call for the removal of all obstacles to the large-scale delivery of humanitarian aid.”.
A senior administration official told Reuters that the United States has no intention of rushing, and does not intend to; vote and instead wants to allow time for negotiations.
UN Resolution pitches for Gaza Ceasefire
The resolution draws attention to the potential damage that, under current circumstances, could result from a large-scale ground attack on Rafah, including the displacement of residents to neighboring countries. The resolution emphasizes the serious consequences for regional security and peace, referring in particular to Israel’s intention to attack Rafah, where a large number of Gazans have sought refuge. He argues that there should not be a significant ground attack in the current situation.
While the US has previously defended Israel against UN initiatives, this resolution marks a change in policy. Richard Gowan, head of the UN’s International Crisis Group, says the text and the initiative should serve as a warning to Israel that it cannot depend on continued US diplomatic protection.
